La Ministerul Finanțelor, sindicaliștii au declanșat joi un protest spontan, adunându-se pe holurile instituției. Motivul este legat de ordonanța prin care se dorește reducerea cheltuielilor.
UPDATE 1 Blocul Național Sindical informează că protestele spontane se extind și la alte unități fiscale din țară. Trezoreria Ramnicu-Valcea protesteaza in aceste momente.
Zeci de angajaţi din Ministerul Finanţelor au întrerupt lucrul şi au ieşit pe holurile instituţiei, nemulțumiți de unele prevederi ale proiectului de Ordonanţă privind măsuri fiscal-bugetare, dar şi de unele probleme mai vechi privind salarizarea angajaţilor din acest sistem.
Liderul sindicatului Meridian al angajaţilor din Finanţe, Negoiţă Voinea, afirmă că este posibil ca protestul să se extindă şi în teritoriu.
Conform unui anunț publicat de SED Lex, la Ministerul Finanțelor joi a avut loc ședința Consiliului Național al Federației Naționale a Sindicatelor din Finanțe.
Ordonanța, conform sindicaliștilor, conține prevederi referitoare la:
- Plafonarea sporului de conditii vatamatoare la 1000 de lei
- Indemnizatia de hrana nu se mai acorda celor cu venitul brut peste 10.000 lei
- Voucherele de vacanta nu se mai acorda celor cu venitul brut peste 10.000 lei
- Anularea posturilor vacante
- Desfiintarea biroului si functiei de sef birou
- Normative personal: 10 functii de executie pt serviciu, 20 functii de executie pt directie, 40 functii de executie pt directie generală.
“Ultima formă prevede posibilitatea conducătorului institutiei sa decida daca ofera o functie de executie sefului de birou/serviciu a carui functie se desfiinteaza. Daca ofera o functie si nu exista una vacanta, toti cei care ocupa o functie de executie in structura vor intra la concurs, structura urmand sa se diminueze cu minim un post”, spun sindicaliștii.
- “Liderii sindicatelor județene membre, prezenți la ședința Consiliului Național, au hotărât să respingem în totalitate acest proiect, care dacă ar fi aprobat în forma actuală, ar duce la diminuarea veniturilor cu 700 de lei (pe medie) și la pierderea locurilor de muncă.”
Această solicitare, arată Sed Lex, se adaugă celorlalte 2 revendicări specifice, respectiv:
- Egalizarea salariilor la nivelul maxim în plată pe fiecare funcție, grad profesional și gradație în cadul sistemului fiscal
- Introducerea în noua lege a salarizării a familiei ocupaționale ”finanțe” și a unei grile de salarizare corespunzătoare complexității activității desfășurate
Pentru susținerea acestor revendicări s-a hotărât declanșarea acțiunilor de protest la nivel national, astfel:
- În data de 22 august 2023, între orele 8,30-10,30, protest cu încetarea lucrului, în fața tuturor sediilor instituțiilor din cadrul sistemului fiscal: DGRFP, AJFP, Direcții/birouri vamale, direcții antifraudă.
- Concomitent cu protestele din teritoriu, in data de 22 august 2023, intre orele 8,30-10,30, va fi organizat un protest în fața sediului Ministerului Finanțelor, la care fiecare sindicat județean va trimite un număr de minim 10 reprezentanți
- Protestele vor continua din data de 24 august 2023, în funcție de evoluția eventualelor discuții cu reprezentanții Guvernului și de dorința membrilor și nemembrilor de sindicat în ceea ce privește soluționarea revendicărilor noastre legitime.
"La întâlnirea de azi au participat și colegi din cadrul Ministerului Finanțelor, nemulțumiți de preconizatele măsuri, care și-au exprimat sprijinul, chiar dacă nu sunt membri de sindicat. Este un moment crucial pentru noi, asemănător celui din 2010, care a fost o reușită datorită solidarizării tuturor angajaților din sistemul fiscal. Nu mai este vorba despre sindicat, este vorba de venitul și locul de muncă al fiecaruia dintre noi precum și de poziția pe care o merităm în viitoarea lege a salarizării", menționează sindicaliștii..
